search_courses — 按国家/学位/专业方向/预算/语言成绩/排名/州/intake 月份等条件搜索课程。返回 top 20 候选课程列表，每个含 inst_name、QS 排名、学费、IELTS 门槛等。**对客户做留学定位时第一个调用的工具**。
compare_courses — 并排对比 2-5 个课程，给客户做决策。返回表格 + 关键差异高亮（最便宜/最高排名/最短时长/IELTS 最低）。
course_detail — 给定 course_id 返回完整结构化数据（学费/duration/intake/deadline/requirements）+ 排名 + 同校相关课程。客户问"这个项目具体怎么样"时调。
admit_chance — 基于学生 GPA/IELTS 等硬指标判断是否满足课程最低门槛。Phase 1 不出概率，只出 meets_minimum / borderline / below_minimum；Phase 3 接入 UNILINK CRM 历史录取数据后出真实概率区间。
create_application_draft — 为学生建立一份留学申请草稿，交给 UNILINK 顾问跟进。**注意：这不会向任何大学提交申请**，只是在我们系统里建档。email / phone / wechat 至少要有一个，否则顾问联系不上学生。返回 draft_id，后续用它上传材料和转交审核。
request_consultant_review — 把草稿转交给 UNILINK 顾问人工审核。**这不是向大学提交申请** —— 顾问会先审核材料，再通过学生留的联系方式在1 个工作日内联系他。转交后顾问侧会收到通知。
