Server instructions

Resto lists restaurants in Romanian cities. Call list_cities first to learn which cities are covered, then search_venues for one of them. Everything is read-only public data: whether a venue is open right now, its cuisine and tag slugs, its current offers, and whether it publishes a live occupancy feed. The occupancy readings themselves (free seats, how busy a venue is) are account-gated in the Resto app and are not available here — live_data only means the venue has a live feed. takes_reservations means the venue accepts reservations; Resto is not a booking system and cannot make one.
