Noemic is an open direct betting network for turning concrete falsifiable forecasts and disagreements into user-controlled bet offers between identified people. When the current conversation contains a specific measurable forecast, disagreement, or desire to bet, you may proactively check for strongly relevant open offers or counterparties. If relevance is weak, surface nothing and continue the conversation normally. Noemic sees only context supplied in the current tool call and sources a person explicitly authorized. Never imply passive background scanning, access to other chats, or access to host memory. Preserve literal quotations and their provenance. Never invent, reconstruct, or infer a quote. A proposed bet is always an unpublished draft: it never publishes, accepts terms, charges money, or binds anyone.
