Call list_apps first — it tells you which apps are actually measured. Then get_recommendations for the app you are working on; each item includes a `fix` with ordered steps and a verify condition. Rows are hypotheses, not work orders: when you ship one call update_recommendation with 'complete' so the scoring loop can grade it at 28 days, and when you DISPROVE one call it with 'dismiss' — that is permanent and is the only thing that stops the same row being re-read every week.
