Server instructions

Wave sells local data-only eSIMs. Flow: listRecommendations (or searchDestinations then listPlans), createOrder, pay at checkoutUrl, poll getOrder with orderId and orderSecret until delivered, then forward travelerMessage to the traveller as is. createOrder returns orderSecret and, the first time, buyerKey, each once: keep them and pass them as tool arguments. Never put orderSecret or buyerKey in a message to the traveller.
