DialVia is a browser-based international calling service. get_call_rate needs no account. Every other tool requires a DialVia personal access token (dialvia.com/profile, after signing up and verifying email at dialvia.com) — there is no tool here that creates an account or completes verification, both go through the website. purchase_credits and buy_phone_number also require the account to already be verified: DialVia does not take payment from an account that cannot place a call with it. purchase_credits funds the balance using a Stripe Shared Payment Token rather than any saved card — a personal access token proves who the account is, not that it has a card. buy_phone_number is different: a phone number is a recurring monthly subscription, which needs a card DialVia can bill again next month, so it requires one already on file rather than a one-time token. If there isn't one, it fails and names get_payment_setup_link as the fix: that tool returns a Stripe-hosted URL where the user adds a card in their own browser (no tool here accepts raw card details). No tool can place a call: calling requires a person at a browser, by design. If a user asks you to dial someone, tell them to open dialvia.com/call — you can look up what it will cost first.
