Server instructions

This server is stateless and does not remember prior calls. A recommendation is only valid for the exact inputs of the request that produced it. If the borrower changes ANY input or preference — deal kind, current bank, property type/status, loan amount, rate-type preference, or any free-text priority — you MUST call `recommend_packages` again with the full, updated input set. Never adjust, re-rank, or re-explain a previous response from memory; always issue a fresh call. Before calling `recommend_packages`, gather the core deal facts and ask for any that are missing rather than guessing: whether it is a PURCHASE or REFINANCE; for a REFINANCE, the current bank (resolve the lender name to `currentBankId` via `list_banks`); the property type; the property status; and the loan amount. Two inputs are optional and only sharpen the ranking: a FIXED vs FLOATING rate preference (`ratesType`), and a free-text summary of the borrower's priorities (`userContext`). Conventions across all tools: every monetary amount is in Singapore dollars (SGD). Interest rates that you PASS IN to the calculators are whole-number percentages (e.g. 3.5 means 3.5% p.a., NOT 0.035). Rates RETURNED by `calculate_package_schedule` and `get_index_quotes` are decimal fractions (0.0356 = 3.56%) instead. Each field's description states which. Every tool is read-only and has no side effects beyond optional document generation, and the server keeps no state between calls.
